Could Empty Spaces Indicate Future Disney Infinity Characters?

In an interesting update on the official Disney Infinity website, Disney have rearranged the character selection collection screen within a users profile and there seems to be a lot of empty spaces within both the Disney Original and Marvel Super Heroes sections.  There are 9 empty Disney Original spaces and 5 Marvel spaces.

Could this be a sign of some new characters coming to Disney Infinity 3.0?  Or are they just placeholder images?

Disney have confirmed there aren’t any more characters coming for 2.0 and with an announcement for 3.0 expected in the next few months, could this mean anything?

Before the update, there were some empty spaces but they have been moved around on the website, giving 9 empty spaces, it’s worth noting that the IOS section doesn’t include either Quorra or Flynn, so those could be added later.  And also the Crystal figures aren’t shown on this section, which could fill out the 9 empty spaces.  However on the Marvel side, the only known missing character is the Black Suit Spider-Man which would leave 4 empty spaces.

Are these just meaningless placeholders?  Or could they represent future characters?

When 2.0 launched, Disney relaunched the whole official website, so we are treating this as merely rumour and speculation, but what do you think?
